PROBLEM TO BE SOLVED: To dispense with a conventional bother of putty application to a wall surface, and to obtain a substrate to which wallpaper can be applied through simple applying work. SOLUTION: There is provided a wallpaper applying method, according to which, before application of the wallpaper to an interior wall surface by means of a starch-based adhesive, lining paper having a front surface which well harmonizes with the starch-based adhesive, is applied to the entire or a part of the interior wall surface by means of an adhesive. The lining paper has a rear surface to be stuck to the interior wall surface, and the rear surface contains a number of fibers protruding therefrom in a fluffing manner.
