CONSTITUTION: According to the first user transmitter part of a data communication device based on an OFDMA having the first user transmitter part where a user transmits user information to the first symbol block unit including a fixed number(M) of symbols to a base station in a data communication between a user and a base station, the first encoder(50) generates a second fixed number(Mu) of user symbols of the u(th) user by encoding the user information. The first block repeat part(52) generates M symbols by repeating the first sub block third fixed number(Lu) times. The first multiplier(54) multiplies the M symbols generated from the first block repeat part, and outputs the multiplication result as the u(th) user signal. The first cyclic extension insertion part(56) outputs the first symbol block generated by inserting a cyclic extension symbol to the u(th) user signal. And the first signal transmission part(58) converts the completed first symbol block into a symbol block signal and then transmits it.
