PROBLEM TO BE SOLVED: To eliminate the occurrence of bar noise on a monitor and to display easy-to-see video on a monitor for PAL. SOLUTION: This converter is provided with a first memory 22 for storing odd field data obtained by an NTSC system, a second memory 23 for storing even field data, a third memory 24 for storing the same video data stored in these memories 22 and 23 and a TV system conversion circuit 21. Data in the overtaking period of next data writing to the first memory 22 or the second memory 23 during reading of data from the memory is read out from the third memory through writing prohibiting operation of the third memory 24 and is given signal conversion to a PAL system. Thus, satisfactory video free from the bar noise is displayed on the monitor for PAL.
