Also, a pedal angle detector 2 is provided to detect the angle of an accelerator pedal 1. Based on the detected results of the amount and change speed of the angle of the accelerator pedal, the controller 3 determines whether or not acceleration is operated. When accelerated, the limit is relaxed for discharging by the residual amount and temperature.
