PROBLEM TO BE SOLVED: To provide a ceramic laminate in which steps due to thicknesses of inner conductors are eliminated and strain between an insulator layer and an inner conductor is relaxed even when the degree of lamination is increased by thinning the insulator layers in the ceramic laminate. SOLUTION: This ceramic laminate comprises a plurality of insulator layers 5, wherein an inner conductor 7 having an area smaller than that of the insulator layer 5 is interposed between each of the insulator layers 5, and a step compensating layer 11 is arranged in contiguity to the inner conductor 7 on each insulator layer 5 on which the inner conductor 7 is formed. Average grain diameters of ceramic grains that constitute the step compensating layer 11 are chosen to be smaller than those of the ceramic grains that constitute the insulator layer 5.
