PROBLEM TO BE SOLVED: To provide a color converting device, with which a display picture improved in color identification property can be displayed on the basis of human vision/perception characteristics. SOLUTION: A color converting part 40 is provided with a color system converting part 402 for receiving RGB signals for displaying a color image, and converting them to the signals of L*a*b* color system, a color expanding part 404 for applying contrast emphasizing processing to a b* signal in the signals converted by the color system converting part 402, and a color system converting part 406 for converting the output of the color expanding part 404 to RGB signals and outputting them.
