PROBLEM TO BE SOLVED: To provide a motion vector detector with which lowering of a picture quality resulting from increase in an information quantity caused by adopting a wrong motion vector can be suppressed by judging reliability in a motion vector while using motion vector information between adjacent pictures between a reference image and an encoded image. SOLUTION: This detector is provided with a first motion vector detector 102 for detecting the motion vector between the respective adjacent pictures between the reference image and the encoded image, an information storage memory 103 for storing the detected result of the first motion vector detector 102, a motion estimator 104 for estimating the motion of the encoded image in respect of the reference image on the basis of the stored detected result, and a second motion vector detector 105 for determining the motion vector of an encoded image 7 in respect of a reference image 8 while using the result estimated by the motion estimator 104. |
