PROBLEM TO BE SOLVED: To allow an information presentation considering publicity. SOLUTION: A message transmitted from a portable communication terminal 26 possessed by a user A is displayed on an electronic message board 12 set for public. Prior to the display of the message, it is determined by a control device 16 whether the transmitter of the message is a member or not, and whether the message is in danger of impairing public order and morality or good public morals or not. The message determined to be in danger of impairing public order and morality is reported to a manager. When the message is not recognized by the manager, the control device 16 limits the display of the message.
