PROBLEM TO BE SOLVED: To stably maintain satisfactory communication quality irrespective of a formation or a scale of the net, relating to a bandwidth control device and an address solution support device equipped in a network in which a communication signals of a call of a telephone system is transmitted as a string of a datagram, and a bandwidth control method and an address solution support method to realize these devices. SOLUTION: The present invention comprises a link specifying means 11 which specifies a link used in transmitting communication information when there occurs a call in which communication information is to be transmitted as a string of a datagram, a bandwidth control means 12 which discriminates whether there is a surplus bandwidth surpassing the bandwidth necessary for transmitting communication information over a section specified by the link specifying means 11, and allocates the call to the surplus bandwidth when the result of the discrimination is true, and a call control means 13 which notifies a relay device involved in a setup of a call of the result of the discrimination implemented by the bandwidth control means 12.
