PROBLEM TO BE SOLVED: To provide a system which can deliver necessary information to an user without having to go through complicated setups. SOLUTION: In a table of figure 1, X axis is a distance from a customer (Distance), Y axis is a disaster level (Level), and Z axis is a category of the disaster (Category). When the distance from the disaster is short, the customer generally wants to obtain information, unless its disaster level is low. However, when the distance from the customer is large, the customer will no longer want to obtain information about the disaster of low disaster level. This table schematizes this. This invention proposes a matching process which decides delivery setting area on this table.
