PROBLEM TO BE SOLVED: To enable cutting off of a call prior to an incoming call, even if the user of a portable telephone has forgotten to cut off the telephone power, at a place where it use is prohibited. SOLUTION: A portable telephone terminal 1 includes a network control circuit 11 for performing communication control over a network 1, a call-setting/ receiving circuit 12 for receiving a call-setting request signal from an outgoing call side terminal 3 via the network 2 and control circuit 11, a call reception informing circuit 13 for informing reception of the call setting request signal by a quiet informing means, an outgoing-call side number display circuit 14 for displaying the number of the outgoing-call side terminal, a timer circuit 16 for delaying returning a calling signal 15 from a calling-signal sending circuit 15 by a preset time, based on the received call setting request signal, a call cut-off circuit 18 for cutting off the call during the delay time of the timer circuit 16 through an operation input of an operation circuit 17, and a message transmitting circuit 19 for transmitting a cut-off signal having a message attached thereto, when the call is cut off.
