PROBLEM TO BE SOLVED: To provide a controlling method continuing control information before changing to a control device after changing, and preventing unnecessary control, when a failure occurs in one of system control devices and the device is changed, in a calculator system operation control device wherein the system control devices as main parts are duplicated. SOLUTION: System control information and a control instruction determining means are newly provided on a console device for the operation control device, and a control device that is different from the system control device in the operation control device is provided with status information by a response from a controlled object and a status information sending means. In this structure, the control instruction determining means of the console device recognizes changing of the system control device, and determines a control instruction after changing the control device from the system control information before the occurrence of a failure and the status information of a controlled object device, thereby preventing unnecessary system control and continuing only necessary control.
