PROBLEM TO BE SOLVED: To obtain a cell-frame switching processor capable of performing a highly efficient cell-frame switching. SOLUTION: An STM exchange 118 is switched between data received from an ATM exchange 113 and data from a communication processor 115 for each time slot. Cell disassembly-assembly units 114 convert cells to high data level control(HDLC) frames and vice versa. A main controller 111 continuously monitors a cell synchronous detector 110 and switches the STM exchange 118 for each time slot. The communication processor 115 interfaces with various circuits, and a communication processor 116 interfaces between a packet exchange 117 and the STM exchange 118.
