PROBLEM TO BE SOLVED: To provide a double tube discharge lamp with long operation life reducing cost and preventing visible light leakage and a lighting system using this. SOLUTION: Ionized medium, radiating UV-ray by electric discharge, is filled in a thin and long translucent discharge container which is equipped with a sealing part 1a, supports a pair of electrode fitted through the sealing part as well as connects an end of a lead conductor 3 with the sealing part, projects a rear anchor side of the lead conductor 3 outside and cuts the wave length of 200 nm or less. The translucent discharge container 1 is involved in the translucent outer tube 4 for cutting visible light as well as the translucent outer tube is attached to the lead conductor and separately supported from both ends of the translucent discharge container, and UV-ray transformation layer is arranged with itself exposed in the translucent outer tube. The lead conductor appropriately uses a sealed metal including tungsten, Fe, Ni and Co, and dumet corresponding to the translucent outer tube.
