PROBLEM TO BE SOLVED: To obtain electrical characteristics (e.g. solidification capacity ratio and tanδ) equal to or higher tan the case of using a tantalum anode body by taking advantage of the large CV product per unit mass (μFV/g) of a niobium anode body that is larger than that of the tantalum anode body, and the like, in a solid electrolytic capacitor formed by sequentially laminating a dielectric film layer, a first conductive polymer layer and a second conductive polymer layer on the surface of an anode body made of niobium. SOLUTION: In the solid electrolytic capacitor, the first conductive polymer layer is composed of a polymer obtained by chemically polymerizing thiophene or a derivative thereof in a non-aqueous solution (e.g. alcoholic solution), and the second conductive polymer layer is composed of a polymer obtained by electrolytically polymerizing pyrrole or a derivative thereof in an aqueous solution.
