PROBLEM TO BE SOLVED: To provide a unit ceramic element which is superior in characteristics of discharging energy enduring rate or lightening impulse enduring rate or a ceramic element composed of a plurality of ceramic elements which are laminated and bonded each other and electrode terminals joined to the bonded ceramic elements, its manufacturing method, and a lightning arrestor using the ceramic device. SOLUTION: The metal electrode terminal is joined to the surface of a ceramic base material for the manufacture of a ceramic element. The surface of the ceramic base material serving as a joint surface is metallized by a high- speed metal powder spraying method, and then the metal electrode terminal is bonded to the metallized surface of the ceramic base material.
