PROBLEM TO BE SOLVED: To resolve a problem that hydrogen ion conductivity is degraded and cell performance is impaired by gradual drain of water from the inside of the cell to the outside thereof by surplus gas on the air electrode side, in a long-time operation of a fuel cell with low humidification. SOLUTION: A water holding layer comprising a hydrogen ion conducting polymer electrote and carbon is formed between a catalytic reaction layer and a diffusion layer, and the quantity of water drained from the catalytic reaction layer to the outside of the cell by non-reaction gas is restrained, so that a long-time low-humidification operation difficult to be carried out by a conventional method is realized.
