PROBLEM TO BE SOLVED: To provide an alarm unit and system that analyzes a transmission state of a radio wave from a mobile wireless unit, timely, properly, directly and substantially gives a warning according to a transmission state of a user of a transmission source so as to enhance the alarming effect on the user to urge voluntary restraint of use by the user. SOLUTION: The alarm unit 60 uses a use inhibit area or a voluntary restraint area of the mobile wireless unit for a wireless communication range, receives a radio wave sent from an optional mobile wireless unit 50 via an antenna 1 by a receiver 2, analyzes a feature of a signal received by a controller 3, identifies an alarming method to urge the voluntary restraint of the use of the mobile wireless unit made to correspond to the analysis result of the received frequency and the feature, and outputs an alarm according to the alarming method identified by an alarm output device 4 in the alarm unit and system.
