PROBLEM TO BE SOLVED: To maintain a built-in battery in a proper output condition while avoiding complication in device constitution to the utmost, without requiring labor in battery replacement troublesome for a user. SOLUTION: This device is provided with a detecting electrode 11 for inputting a detection signal from an outside, a signal processing part 100 for executing a detecting action based on the detection signal input to the electrode 11, and a secondary battery 1e for supplying electric power to each part of the device, and a current required to charge the secondary battery 1e is supplied from the electrode 11.
