PROBLEM TO BE SOLVED: To clearly hearably reproduce only necessary speech signal within a short time by a simple operation. SOLUTION: A speech signal processor fetches coded speech data in block units by a data fetching part 15 according to the request. A speech detection control deciding part 18 decides whether the coded speech data of a fetched block is a coded data of a speech signal or a coded data of a non-speech signal, and when the decision result is the coded data of the non-speech signal, the deciding part scraps the coded data and requests the data fetching part 15 to fetch data the next block, and when the decision result the coded data of the speech data, the deciding part outputs the coded data and requests the data fetching part 15 to fetch the next data. By processing the coded data outputted from the deciding part 18 by decoding, non-speech signal data blocks among the coded speech data can be scrapped, and only speech signal data blocks can be decoded and reproduced. |
