PROBLEM TO BE SOLVED: To provide an observation data recovery system that prevents an increase in the number of frequency channels and a resultant scale expansion of the structure of a center even if many observation devices are installed. SOLUTION: Observation point side radios 3a to 3m transmit observation data to the center according to individually allocated time schedules synchronized with time data and a reference timing signal generated by the reception of a radio wave from a GPS satellite. The center recovers each set of data, processes and stores the observation data on each observation point, and outputs the data out when necessary.
