PROBLEM TO BE SOLVED: To easily control the laid diameter of a new water-proof sheet used for lining a tunnel by surely and efficiently welding the lapping section of the sheet extended in the peripheral direction of the sheet to the lapping section of an already laid water-proof sheet. SOLUTION: A water-proof sheet joining device is provided with a heat- joining terminal 31 which is inserted between the already laid water-proof sheet 1a and the newly laid water-proof sheet 1b and heats the lapping sections 25 of the sheets 1a and 1b, a pressing roller 32 which presses outward the lapping sections 25 of the sheets 1 heated by means of the terminal 31 in the radial direction, and a water-proof sheet receiving frame 6 which is arranged along the inner periphery of a tail frame 4 and covers the cylindrically laid sheets 1 from their outer peripheral sides. The joining device is also provided with a peripheral direction moving means 34 which moves a welding device 33 provided with the heat-joining terminal 31 and pressing roller 32 in the peripheral direction of a tunnel boring machine 34 and a radial direction moving means 5 which moves the welding device 33 in the radial direction of the machine 3.
