PROBLEM TO BE SOLVED: To provide an image forming apparatus and a process cartridge which can suitably use process speeds of two patterns and stably form an image of good quality without producing any ghost image even when electrostatic charging is carried out by applying only a DC voltage to an electrostatic charging member, and the electrostatic charging member applied to the image forming apparatus and process cartridge. SOLUTION: A DC contact electrostatic charging type image forming apparatus is equipped with a conductive base and an electrostatic charging member (electrostatic charging roller) 2 which is formed in a roller shape having >=1 coating layers formed on the conductive base and has a current of 1 to 50μA and a current of 30 to 300μA when DC voltages of 50 and 200 V are applied. This image forming apparatus forms an image on a transfer material by selectively employing two kinds of process speeds A and B of 'B>=2/3A and B<=60 mm/second'.
