PROBLEM TO BE SOLVED: To provide a method for working ferritic heat resistant steel having water vapor oxidation resistance, by which the formation of oxidized scale can be suppressed, and the peeling of oxidized scale does not substantially occur even in a heating-cooling cycle. SOLUTION: The ferritic heat resistant steel having a composition containing, by mass, 0.02 to 0.3% C, 0.02 to 0.6% Si, 0.01 to 2% Mn and 9.5 to 15% Cr is subjected to normalizing treatment at >=900 deg.C, is subjected to tempering treatment at the A1 transformation point or lower. After that, the surface of the steel is sprayed with grains to form a shot worked layer thereon.
