PROBLEM TO BE SOLVED: To provide a high sensitivity silver halide color negative photographic sensitive material by multilayer-adsorbing a sensitizing dye on silver halide grains so as to capture incident photons with high efficiency, and to provide a color image forming method by which high sensitivity can be achieved without increasing fog even when color development time is shortened. SOLUTION: The silver halide color negative photographic sensitive material has one or more red-sensitive silver halide emulsion layers, one or more green- sensitive silver halide emulsion layers and one or more blue-sensitive silver halide emulsion layers on the base, has 0.1-7.0 g/m<2> total amount of silver and contains a silver halide emulsion in which a sensitizing dye has been multilayer- adsorbed on the surfaces of silver halide grains at least one of the silver halide emulsion layers.
