PROBLEM TO BE SOLVED: To obtain a zinc phosphate treatment agent for cold working, in the case steel wire or steel used for cold working is treated with a zinc phosphate treatment agent and is thereafter subjected to lubrication treatment, which enables the formation of a film having excellent lubricity and workability, and can suppress the remaining of a lubricating film as foreign matter on a die in the working. SOLUTION: The zinc phosphate treatment agent for cold working contains phosphoric ions of 5 to 120 g/l, zinc ions of 3 to 70 g/l, nitric ions of 5 to 120 g/l, and magnesium ions of 0.1 to 0.5 g/l.
