PROBLEM TO BE SOLVED: To provide a form for packing a steel segment with concrete which enables use of flowing concrete for manufacturing the steel segment and easy manufacture of the segment. SOLUTION: A base 2 and an upper cover 3 provided with an injection port 31 of ready-mixed concrete are fitted respectively to the bottom part 11 of a steel shell 1 and the upper open part 12 thereof and the form for forming the steel segment, i.e., a forming frame 4, is completed. One end on the injection port 31 side of the forming frame 4 is raised up to slant the whole of the frame with the injection port 31 above. A delivery pipe 6 of the ready-mixed concrete is connected to the injection port 31 and the ready-mixed concrete being the flowing concrete is injected. When the concrete is filled in the steel shell 1, the injection is stopped and the injection port 31 is closed, while the slant of the forming frame 4 is removed and solidification of the ready-mixed concrete is waited for at a prescribed place. After the concrete solidifies, the base 2 and the upper cover 3 of the forming frame 4 are taken away.
