PROBLEM TO BE SOLVED: To control the generation of a waste material when a primary ply material is cut. SOLUTION: The primary ply material to be the base roll of a tire constituent member is formed by connecting a plurality of lengthy, narrow ply pieces between their side fringes. In the connection, the front end fringe of each ply piece is dislocated in turn in the longitudinal direction in accordance with an angleα. The ply piece has a rubber lug part for connection in one side fringe.
