PROBLEM TO BE SOLVED: To provide a quaywall ladder capable of having a function as a fender equipped with impact resistance force against the contact of a vessel, having a step mechanism facilitating the rise and fall of an original ladder, naturally preventing the destruction of a ladder itself and protecting the sides of both quaywall and vessel as the fender from being damaged even if the vessel is brought into contact with the ladder. SOLUTION: The quaywall ladder is so constituted that a semi-cylindrical body having a predetermined length is formed of a rubber material two semi- cylindrical bodies are arranged in their longitudinal directions in parallel by keeping the semi-cylindrical bodies in a predetermined step width and that a plurality of horizontal bars are set between both sides of two semi-cylindrical bodies opposed to each other at a predetermined step interval. A plurality of foothold holes instead of the horizontal bars are zigzag formed in the sides of two semi-cylindrical bodies at a predetermined step interval.
