Missing of a packet addressed to a mobile host is prevented, the traffic of binding update packets is reduced, and the frequency of transmissions of binding update packets is reduced when the time during which the mobile host does not receive/transmit any packet is long. A packet communication system comprises a mobile host, a home agent, a party host, and a mobile agent so as to transmit a packet addressed to a node present in a mobile network. The mobile agent transfers a packet received from the home agent or party host to the mobile host if the operating mode of the mobile host is an active mode and the packet does not need be buffered; the mobile agent buffers the packet if the operating mode is the active mode and the packet needs to be buffered; and the mobile agent buffers the packet and notifies the mobile host of the arrival of the packet when the operating mode is an idle mode.
