PROBLEM TO BE SOLVED: To obtain a new target observation system that can accurately detect a target and evaluate a position when tracking independently of a weather condition in the atmosphere. SOLUTION: The system is provided with a distance measuring means which measures a distance and an elevation angle to a reference target that moves on a predetermined orbit on the earth, an arithmetic part for an equivalent earth radius ratio which calculates the equivalent earth radius ratio when measuring the reference target from the measured data of the distance and the elevation angle to the reference target that are measured by this distance measuring means and the reference data of the distance and the elevation angle to the reference target, and an arithmetic part for a height which calculates the height of the target based on the equivalent earth radius ratio when measuring the reference target that is calculated by this arithmetic part for the equivalent earth radius ratio.
