PROBLEM TO BE SOLVED: To provide an inner/outer heat insulating structure and its construction method to solve the problem that, when a heat insulating material is arranged inside a wall, a floor, or a roof, the heat insulating material is stuffed in the gap between respective ventilating studs or furring strips, so that the insulating material blocks up a ventilating layer (1). SOLUTION: For the inner/outer heat insulating structure and its construction method, a forming resin insulating layer (2) is prepared, in which the ventilating layer (1), the heat insulating material, and an interior/exterior finishing are integrally formed. The forming resin insulating layer (2) is fitted on an interior/ exterior wall material, a floor ceiling material, a roof substrate, and the like, via cylindrical, hard plastic spacers (3) for nails, machine screws, anchors, and the like for fitting, so that the ventilating layer (1) is formed.
