PROBLEM TO BE SOLVED: To provide a tile that is nice to the touch and moderates coldness when touching human body and its manufacturing method. SOLUTION: A tile includes a base material layer that forms the lower layer of the tile and a functional stratum that forms an upper layer of the tile and having irregularities on the surface. The heat conductivity of the functional stratum is smaller than the heat conductivity of the base material layer and the heat conductivity of the functional stratum is between around 0.2 W/m.K and around 0.8 W/m.K. The average angle of inclination of concavity and convexity on the surface of the functional stratum is between around 20 degrees and around 40 degrees. When the average angle of inclination of concavity and convexity on the surface of the functional stratum isθ(degree) and the heat conductivity of the functional stratum isλ(W/m.K), the relations between them are as followsλ-(θ/20)<=0.2,λ>=0.2, andθ<=40.
