PROBLEM TO BE SOLVED: To reduce labor of disassembling and inspection work, and to improve economic efficiency by efficiently detecting and diagnosing a deteriorating state of a flange connecting part of piping. SOLUTION: This diagnosing device diagnoses soundness of the piping flange connection for fastening mutual flanges 1 by sandwiching a packing 30 having an annular seal part 4 between these flanges 1 by opposing the mutual two flanges 1 installed in respective end parts of the two pipes 10, and has sensors 5, 8 and 9 installed inside or outside or inside the seal part 4 of the packing 30, and means 6 and 7 for monitoring a signal coming out of these sensors 5, 8 and 9 on the outside of the flanges 1.
