PROBLEM TO BE SOLVED: To keep the stop state of a vehicle on a slope in operating a brake and to reduce putting on of a brake for keeping the stop even temporarily on a flat road that does not require the keeping of the stop, in an industrial vehicle. SOLUTION: An on-slope stop keeping starting condition of a forklift truck 1 is set when a depressing force of a brake pedal 20 is not lower than a predetermined depressing force, car speed is lower than a stop car speed (for example, 1 km/h), and engine speed is lower than a set speed. When the stop keeping starting condition is satisfied, a controller 24 controls a current value of clutch valves 32 and 33 to simultaneously and completely engage a forward clutch 30 with a reverse clutch 31 and to keep this state. A stop keeping releasing condition is set when an operating position of a shift lever 16 is a forward position or a reverse position, and an accelerator pedal 18 is operated, and an inching pedal 19 is not operated or an operating amount of the inching pedal 19 is not lower than an operating amount applied with a predetermined brake force.
