PROBLEM TO BE SOLVED: To prevent cutting chips from entering, to promote discharge of the cutting chips and to prevent the adhesion of the chips. SOLUTION: A two-step relief part is formed by cylindrical grinding between the shank part of an end mill as a rotary tool for cutting and a helix cutting edge at a tip.
