PROBLEM TO BE SOLVED: To provide a water-absorbing sheet for pets having a function for preventing leakage from the edge and high productivity and capable of simplifying constitution of production facility, a facility for producing the sheet and method for producing the sheet. SOLUTION: In this water-absorbing sheet 10 for pets which sandwiches an absorbing material 15 between a surface sheet 12 having water permeability and a rear sheet 11 which is a water-proof sheet, the absorbing material 15 is composed of a surface-side water-absorbing paper 17, a rear-side water- absorbing paper 16 which is wider than the surface-side water-absorbing paper 17 and an absorbing body 18 for absorbing a liquid sandwiched between the rear-side water-absorbing paper 16 and the surface-side water-absorbing paper 17, and a part 19 for preventing leakage from the edge is formed by folding both ends 16b in the width direction of the rear-side water-absorbing paper 16 and superimposing the folded ends on the surface of the surface-side water- absorbing paper.
