PURPOSE: A method and an apparatus for inserting and propelling a steel pipe into aquifer flow soil are provided to reduce a construction cost while ensuring the high stability of ground as well as a construction site. CONSTITUTION: The method for inserting and propelling a steel pipe into aquifer flow soil adopts a simplified freezing method. A porous pipe propelling device utilizing a pneumatic method is installed at the tip end of a propelling leading pipe(F), and a hydraulic jack having a direction correcting function is installed between the propelling leading pipe and a second pipe. A compressive face barrier is installed to separate the tip end of the propelling leading pipe with a working face inside the steel pipe. In addition, in order to smoothly discharge soil and water to the outside, a pumping system and a high pressure air transmission system are provided.
