PROBLEM TO BE SOLVED: To provide a system developing method as a frame work for developing a tagged document processing system, which has a function for receiving designation with a document element-type (tag) and the meaning as a set. SOLUTION: Basic material data structure for regulating a material used in a tagged document and document basic-form data structure being the basic form of document element-form data structure for regulating the characteristic of the document element-form used in the tagged document are previously prepared. Document element-form data structure corresponding to the newly defined document element-form and new material data structure are generated based on them, and document element-form data structure is correlated with material data structure.
