PROBLEM TO BE SOLVED: To use a base material which has its surface oxidized by a positive means, to make amorphous fluororesin which is a liquid within a temperature range normally used as an image forming device such as a copying machine and a printer exist at least on the surface of the base material and to make part of the resin combine to the base material of a developer carrier through hydrolysis. SOLUTION: At least a developer carrier 9 is made of inorganic oxide or an inorganic or organic material having its surface not left at room temperature but positively oxidized, and an amorphous resin 95 which has <=25 mN/m critical surface tension and has at least one hydrolysable functional group is combined through the oxygen of the material at least on the surface of the developer carrier 9. The resin stays liquid within a temperature range of 0 to 70 deg.C.
