PROBLEM TO BE SOLVED: To reduce the scale of a system and broadcasts a program, using simplified control without lowering the reliability. SOLUTION: An operator operates an organization system 201, to prepare a broadcast program and a CM play list, and an APC(automatic program controller) 202 records them to a database 203 and a data management server 101. The data management server 101 verifies the present time, designates a commercial source and a program source to a CM/program bank video server 102 according to the play list stored in itself, and the CM/program bank video server 102 transmits a commercial source or a program source stored in itself to a broadcast line. The APC 202 monitors the source data sent from the CM/ program bank video server 102, on the basis of the play list in the database 203 and monitors whether the broadcast program is broadcast normally, as scheduled.
