PROBLEM TO BE SOLVED: To provide an inexpensive buffering waterproof material in which productivity is improved, a material loss is eliminated, a foaming multiplying factor can be adjusted widely and precisely, equipment is simple and which has excellent maintenance property, buffering property and water tightness excellent for a speaker in particular. SOLUTION: Gas 11 is mechanically mixed to a thermosetting composite 10 consisting essentially of a potential hardening agent obtained by inactivating polyurethane pre-polymer and solid polyamine to obtain a foaming thermosetting composite 12 having thermosetting critical temperature characteristic. The composite 12 is discharged and applied to the prescribed position of the outer peripheral edge part 8 of a frame 7 for forming buffering waterproof material heated to a temperature lower than a thermosetting critical temperature and heated to the temperature not lower than the thermosetting critical temperature of the composite 12 while foaming so as to foam and harden it. A piston pump is utilized for supplying material and supplying the composite 12 in a mixing process.
