PROBLEM TO BE SOLVED: To provide a device/system/method for changing a display language and a program for changing the display language of distribution information based on information concerning a user terminal. SOLUTION: The display language changing device 20 for changing the display language of the distribution information to be distributed to the user terminal 30 is provided with a user terminal information receiving part 200 for receiving information on the user terminal, a language specifying part 202 for specifying the display language which has to be displayed on the user terminal based on the received information on the user terminal, and a transmission part 206 for transmitting the distribution information to be displayed in the display language specified by the language specifying part to the user terminal.
