PROBLEM TO BE SOLVED: To provide a developing device and an image forming device which can stably form an image of high picture quality by making it secure for a developer carrier which carries a developer during development to convey a two-component developer and electrostatically charge the two-component developer by friction and stably forming an excellent toner thin layer on the developer carrier when cleanerless type two-component development is applied. SOLUTION: The developing device has the developer carrier which carries the two-component developer on the surface so as to develop an electrostatic latent image formed on an image carrier during the development in an image processing process, has a coating layer formed of at least spherical particles and resin on the surface, and satisfies 0.2r<=Rz<=0.5r, where Rz is the ten-point mean roughness (μm) of the coating layer surface and (r) is the mean particle size of magnetic carriers, and is characterized by that the coating layer contains a material with positive electrostatically charging property, and the image forming device uses this developing device. |
