PROBLEM TO BE SOLVED: To prevent mismatching of a reencoded and recorded video stream and other data when the video stream is reproduced. SOLUTION: A transport stream inputted to a recorder 1 is inputted to a demultiplexer 12 and an analyzing part 13. The analyzing part 13 outputs stream information other than video to an encoding controller 18. The encoding controller 18 controls encoding of an encoder 15 on the basis of the inputted information and outputs video encoding control information to an encoding part 20. The encoding part 20 prepares multimedia display subinformation (e.g. including information about a picture frame) in order not to cause mismatching between video and any data other than the video in a reproducing side on the basis of the video encoding control information and outputs the multimedia display subinformation to a writing part 21. The writing part 21 records a video stream, etc., on a recording medium 22 and also records the multimedia display subinformation prepared by the encoding part 20 on the recording medium 22.
