PROBLEM TO BE SOLVED: To solve the problem that there is conventionally no storage type pay broadcasting receiver which limits the number of times when a PPV(Pay Per View) program can be reproduced one time purchase of PPV program by utilizing an IC card used for charging processing of a pay broadcasting receiver. SOLUTION: Stored program reproduction states in the IC card 26 are managed, and the occurrence of rewinding is detected to manage the number of reproducing times of using data (update number for detecting the number of viewing times or year, month, date, hour and minute information) that changes in one direction. The update number for detecting the number of viewing times or the year, month, date, hour and minute information used for detection is also arranged in program information ECM(Entitlement Control Message) to be enciphered and protected, and the data can not be rewritten from the outside because the data are protected in the IC card 26. |
