PROBLEM TO BE SOLVED: To provide a wet developing device and a wet image forming device capable of reducing a running cost by suppressing the consumption of carrier solution. SOLUTION: The carrier solution 40b stuck to the non-image part of a photoreceptor drum 1 is swept by a sweep roller 43. The sweep roller 43 is arranged on the downstream side of the rotational direction of the drum 1 against a developing roller 42 in a state depressed to the drum 1 so as to put a developed toner layer between the roller 43 and the drum 1. When the roller 43 is abutted on the drum 1 with suitable pressure, an elastic layer 43a is elastically deformed and a removing nip is formed. Since the surface of the roller 43 moves at speed approximately equal to the surface of the drum 1, the roller 43 can remove the excess carrier solution 40b without disturbing the toner image formed on the drum 1.
