PROBLEM TO BE SOLVED: To eliminate the trouble such as image density unevenness due to insufficient agent circulation and a uniform circulation rate and an image density decrease and ground staining (fogging) due to deterioration of a developer while enabling fast operation and making a unit small-sized. SOLUTION: The developing roller 3-1-1 is provided 40 to 70 deg. obliquely above one of two agent agitating members which are arranged in parallel so as to supply toner to a developing roller 3-1-1, i.e., a 1st agitating member 3-2-2 at a distance of 2 to 5 mm from the 1st agitating member 3-2-2, and a magnetic pole having the different polarity is provided to the developing roller 3-1-1 across the line connecting the centers of the developing roller 3-1-1 and the 1st agitating members 3-2-2; and the radiation-directional magnetic force on the downstream side in the rotating direction as to the magnetic force of the different polarity is varied at a lengthwise position of the developing roller 3-1-1.
