PROBLEM TO BE SOLVED: To provide a fixing device capable of suppressing power consumption to a low level and shortening warm-up time and to provide an image forming device provided with the fixing device. SOLUTION: The fixing device 50 has a fixing roller 51 around which an endless fixing belt 54 is wound on the surface side of paper P carried across a carrier 50a, i.e., one side of the carrying path 50a. The length of the belt 54 is made longer than the length of the outer periphery of the roller 51. A press roller 52 for pressing the paper P to the belt 54 is arranged on the rear side of the paper P, i.e., the other side of the carrying path 50a. A halogen lamp 55 is arranged on the outside part of the belt 54 which is not in contact with the roller 51. A toner image on the paper P is heated and melted by the belt 54 heated with the lamp 55 and pressed to the paper P so that the toner image is fixed on the paper P.
