PROBLEM TO BE SOLVED: To provide a measuring system and a measuring method of the capacity of subscriber's line for measuring the accurate capacity of the subscriber's line by measuring a DC voltage factor caused by AC dielectric previously and compensating the floating capacitance on the subscriber's line. SOLUTION: The measuring system 100 of the capacity of subscriber's loop includes relays 1 to 4, constant-current circuits 5 and 7, voltage-measuring circuits 6 and 8, and a processing circuit 9. The relay 1 switches the connection between a drop line T11 and the relay 2, the relay 3 switches the connection between the drop line R12 and the relay 4, and the relays 2 and 4 switch the connection between the ground or the constant-current circuits 5 and 7 and the voltage measuring circuits 6 and 8. By switching to each of these relays 1 to 4, the Dc voltage factor is measured in advance. On the basis of the DC voltage factor, the accurate subscriber's capacity of the line can be measured, through a prescribed arithmetic equation with the compensation of the subscriber's line floating capacitance.
